Terms of Reference

Background

In the last few years, Ghana has been on an accelerated path towards a digital economy. Since

2016, Government has been spearheading a digital transformation agenda in the quest to

transform the economy anchored on technology. This is to speed up the country’s industrialisationefforts and create jobs. Accordingly, the government has implemented various digitisationprojects in different economic sectors such as in the public and financial sectors among otherareas, to promote efficiency and transparency. The goal is to drive growth and formalise theeconomy.

 

Consequently, the Ghana -India Kofi Annan Centre of Excellence in ICT has been awarded a contract by one of Ghana’s Developing Partners to support in the digital transformation agenda.

 

Assignment Objectives

The objectives of the assignment include but not limited to:

  • Developing programmes and content for digital skills training particularly for marginalised andunderserved groups
  • Bridging the urban-rural digital divide by building the capacity of Community InformationCentres and training providers.
  • Providing support for rural communities to access available and essential e-Governmentservices

The Centre of Excellence is seeking individuals to fill the following positions to support the Project:

  1. Project Officer (1)
  2. Training Content Development Consultant (5)
  3. Training Consultant (4)
  4. Training Assessment Consultant (2)
  5. Technical Officer (1)

Project Officer

  • Key Responsibilities and Deliverables
    • Organize and implement different events (conference, trainings, workshops)
    • Collaborate with relevant stakeholders
    • Develop and implement the administration of training and workshops related activities
    • Monitor and report on project progress and results
    • Other office duties that might arise

 

  • Competences:
    • Strong team member skills and excellent cooperation abilities
    • Excellent written and oral communication skills
    • Good problem-solving skills and ability to take initiatives (self-starter)
    • Excellent interpersonal skills with a demonstrated ability to build and maintain professional relationships
    • Ability to operate sensitively in multicultural and cross-cultural environments
    • High level planning, organizational and time management skills, including flexibility, attention to detail and the ability to work under pressure to meet deadlines
    • Planning and Organizing: Ability to plan projects and organize activities, work to tight deadlines, handle concurrent requests, and manage conflicting priorities.
    • Analytical and problem-solving skills

 

  • Required Skills and Experiences:
    • At least three years experience of participative and process-oriented training
    • Proven and demonstrated broad knowledge of and ability to utilize principles, methods, techniques and systems of project management
    • Excellent inter-personal communication skills including experience of facilitation of trainings/workshops and presentation
  • Education
    • At least a bachelors degree in Business, Computer Science, Management Information System, Social Sciences, Project Management, or related field
    • A certification in Project Management will be an added advantage

    • Four (4) months

Training Content Development Consultant

  • Key Responsibilities and Deliverables
    • Identify current and prospective demand for digital skills among underserved
    • Review needs assessment and digital skills gap analysis reports
    • Work with digital skills content development team
    • Design framework for developing relevant modules
    • Develop digital skills training content
    • The Consultant should define the extent of the content and create the courses structure by dividing into modules, with relevant and specific learning objectives for each module.
    • The Consultant should define activities for each module which best support the learning goals.
    • The Consultant should state the best format or method to present the content in each module and for every activity to ensure the maximum rate of engagement, this can be done using some of the following:
      • Various exercises which engage the participant and reinforce the learning.
      • Practical assignments that the participant must complete during the course.
    • develop or plan for a digital entrepreneurship skills strategy.
  • Competencies:
    • Strong expertise in the development digital skills content.
    • Good analytical skills and ability to solve problems.
    • User Orientation – ability to understand trainee’s needs in order to provide trainee-friendly and ergonomic solutions
    • Communication: Good spoken and written communication skills, including the ability to explain technical information and prepare written documentation in a clear, concise style.
    • Good interpersonal skills and ability to establish and maintain effective working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
    • Extensive working knowledge in designing, developing, implementing, and evaluating training plans, curricula, and methodology.
    • Demonstrated competencies in at least four (4) of the Digital Skills listed above

 

  • Required Skills and Experiences:
    • Practical experience in pedagogical or creative content creation.
    • Development and production of Digital Skills content
    • Ensuring alignment of identified training programmes with labour market and digital skill requirements.
    • Aligning key identified demand-driven skills with the Digital Skills Content.
    • training programmes both for life and work for under-represented populations
    • Demonstrated knowledge and experience in conducting need assessments and developing training modules/curriculum, training materials etc.
    • Relevant regional and international experience will be an added advantage.
    • Excellent writing, editing, and oral communication skills in English.
    • At least 3 years’ experience in a similar role

 

  • Education
    • At least a first degree in IT, MIS, Computer Science or related field
    • At least a bachelors degree in Information Technology, Computer Science, Management Information System, or related field
    • A certification in education will be an added advantage
  • Deliverables:

Together with other Content Development Consultants, produce content with attributes not limited to:

  • There should be a clear progression of the skills level of complexity from one level to another (Basic, Intermediary, Advanced)
  • The Content should speak to each target group
  • Duration
    • Three (3) months

 

 

Training Consultant 

 

  • Key Responsibilities and Deliverables
    • Facilitate a trainer of trainers (TOT) workshop for training partners on digital skill linking to deliver pedagogical skills.
    • Develop training methodology together with other successful training consultants
    • Develop key contents of the training in collaboration with the Content Development Consultants
    • Develop hand-outs of the key concepts to share with the participants
    • Prepare training completion report
  • Pre-assessments and post-assessments of participants

 

  • Competences:
    • Ability to communicate effectively, both verbally and in writing
    • Strong analyticaland critical thinking skills.
    • Skilled in developing digital online content for training and course delivery.
    • Proficient in productivity tools
    • Skilled in analyzing target audience and presenting ideas in a clear, concise manner.
    • Ability to work in a team-oriented, collaborative environment.
    • Presentation skills and the ability to resolve complex problems and issues.
    • Strong verbal and written communication skills with a focus on rapport building, listening, and the ability to deliver effective training programs.

 

  • Required Skills and Experiences:
    • Demonstrated experiences and skills in facilitating stakeholder/working group consultations and training.
    • Ability to consult with stakeholders to offer important technological and organizational feedback.
    • Demonstrated ability to train adult learners and novice computer users
    • Experience in designing and developing training manual
    • Facilitation in teacher training
    • Extensive experience in building capacities
    • Demonstrated high level of professionalism and an ability to work independently
    • Excellent inter-personal communication skills including experience of facilitation of trainings/workshops and presentation
    • Excellent communication and written skills in English
  • Education
    • At least a bachelors degree in Information Technology, Computer Science, Management Information System, or related field
    • A certification in education will be an added advantage
  • Deliverables
    • Evaluation of the trainer/facilitator work, based on evaluation forms received from participants.
    • Successful facilitation of the training/workshop.
    • Final report on the implementation of the tasks after finishing the training/workshops.
  • Duration
    • Two (2) months

 

 

Training Assessment Consultant 

 

  • Key Responsibilities and Deliverables
  • Monitor and evaluate training using the underlisted indicators:
    • Assessment of training by participants at the time of the training,
    • Assessment of training by participants after the training,
    • Assessment of the effectiveness of training by comparing learning objectives against learning outcomes,
    • Assessment of the impact of the training.
  • Review of relevant training modules

 

  • Competences:
  • Knowledge of and skills in applying assessment and quality principles, practices and techniques
  • Ability to communicate effectively, both verbally and in writing
  • Strong analyticaland critical thinking skills.
  • Skilled in developing digital online content for training and course delivery.
  • Proficient in productivity tools
  • Skilled in analyzing target audience
  • Ability to work in a team-oriented, collaborative environment.
  • Presentation skills and the ability to resolve complex problems and issues.
  • Strong verbal and written communication skills with a focus on rapport building, listening, and the ability to deliver effective training programs.

 

  • Required Skills and Experiences:
  • Good knowledge of capacity building/training implementation, monitoring and evaluation techniques and practices.
  • Experience in development and delivery of (technical) training and assessment/testing methods
  • Experience or knowledge of coaching best practices would be an asset
  • English technical writing and presentation skills
  • Sense of confidentiality
  • Ability to work in a multicultural environment
  • Excellent analytical skills.
  • Ability to work in a team and good interpersonal skills.
  • Familiarity with impact assessment an advantage
  • Good computer applications skills.
  • Good moderation, facilitation and training skills.
  • Education

  • Detailed approach and methodology to conduct the assessments
  • Conduct assessment at selected training Centres
  • Assessment Report

 

  • Duration
    • Two (2) months

 

Technical Officer

 

  • Key Responsibilities and Deliverables
    • install and configure computer systems
    • diagnose hardware and software faults
    • solve technical and application problems
    • Support project’s beneficiaries in their training workshops
  • Competences:
    • keep computer systems running smoothly and ensure users get the maximum benefit from them
    • install and configure computer hardware, operating systems and applications when necessary
    • monitor and maintain computer systems and networks
    • Take participants through a series of actions, either face-to-face or over the phone, to help set up systems or resolve issues
    • troubleshoot system and network problems, diagnosing and solving hardware or software faults
    • Strong interpersonal and relationship management skills.
    • Self-motivated with a willingness to take initiative.
    • Ability to handle multiple tasks, work under pressure, and within teams to achieve objectives.
    • Strong critical thinking and problem-solving skills.
    • Strong Communication skills.

 

  • Required Skills and Experiences:
    • the ability to think logically
    • a good memory of how software and operating systems work
    • excellent listening and questioning skills, combined with the ability to interact confidently with clients to establish what the problem is and explain the solution

  • Education
    • At least HND or higher degree in computer networking and hardware or related field
    • A certification by a recognized IT Vendor will be an added advantage

  • A report at the end of training on technical issues encountered
